The Tops Lookout or better known as The Tops is a famous place in Busay where you can experience an overlooking view of Cebu City.

Situated in Barangay Sirao, this flower farm is reminiscent of Amsterdam, with all sorts of flowers neatly arranged and in various colors. It was given the moniker “Little Amsterdam of Cebu” because of this. Instead of tulips, the garden's main feature is celosia flowers or cockscombs, or wool flowers.

It is home to a variety of flower plants and features approximately 200 kinds of flora and fauna.
